ALL, YOU NEED TO KNOW ABOUT STATE PCS

Each State administers a variety of State Level Exams across the nation via the PSC and other authorities to hire qualified applicants. For the purpose of hiring Group A and Group B officers, state PCS exams are held. State PCS Exams seem to be the same to UPSC Exams but are administered at the state level. For the purpose of hiring administrators and other officers of various grades and posts, each state held its own PCS Examinations. Additionally, each Public Service Commission has a unique website with a range of exam formats, course offerings, and qualifying requirements.

RECRUITMENT PROCESS

Half of the recruitment to the service is made on the basis of an annual competitive examination conducted by Uttar Pradesh Public Service Commission called as direct PCS officers as they are directly appointed at Deputy Collector rank. Half of the total strength of PCS officers is filled by promotion from Uttar Pradesh Lower Provincial Civil Service (Tehsildar cadre) who are known as promote PCS officers. PCS officers, regardless of their mode of entry, are appointed by the Governor of Uttar Pradesh.

RESPOSIBILITIES OF A PCS OFFICER

A PCS officer typically performs the Following Duties:

To maintain law and order, to implement Union and State Government policies at the local level when posted to field positions such as sub-divisional magistrate, additional city magistrate, additional city magistrate, additional district magistrate, and additional divisional commissioner.

To collect land revenue and serve as courts in matters of revenue and crime (revenue courts and criminal courts of executive magistrate). And to represent the government in the field, serving as a bridge between the general public and the executive branch.

To manage the administration and day-to-day operations of the government, including the creation and application of policies in collaboration with the minister-in-charge, additional chief secretary/principal secretary, and secretary of the relevant department.

CAREER PROGRESSION

A PCS officer often holds the position of Sub Divisional Magistrate or Deputy Collector after completing their training (SDMs). They also advance to the positions of city magistrate and Additional District Magistrate or Additional Collector. Most districts have two to three ADM roles, with ADM (City), ADM (Finance/Revenue), and ADM being the most prevalent ones (Executive). They are also promoted to chief development officer after a few years of service (CDO). A CDO oversees rural development and has overall control over the majority of sectoral development in a district. PCS officials are appointed as supplementary divisional commissioners at the divisional level. Most divisions have two to three of these positions; the most prevalent ones are the Additional Commissioners for Development, Revenue, and Additional Commissioner (Executive).

PCS officers act as municipal commissioners and additional municipal commissioners in municipal corporations managed by the Department of Urban Development. Officers of the PCS typically hold the positions of vice chairmen and secretary in development bodies under the Department of Housing and Urban Planning's management. The Noida, Greater Noida, and Yamuna Expressway Authorities, which are under the Department of Infrastructure and Industrial Development, also employ PCS officials as deputy CEOs and additional CEOs. A PCS officer may be deputed to one of the many directorates as additional/joint managing directors, directors and chief general managers, managing directors in state PSUs, or managing directors in other directorates.

Those PCS officers who were directly hired by the Uttar Pradesh Public Service Commission (UPPSC) are promoted to the Indian Administrative Service after completing two decades of service (generally until that period they reach up to level 14), following approval by the Department of Personnel and Training of the Government of India and the Union Public Service Commission. In Uttar Pradesh, PCS officers are only permitted to make up one-third of the IAS workforce (SCS quota).
